Konye Council’s Leadership, Constituent Bodies & Communities
Konye Council is headed by Lord Mayor, Dr Barrister Musima George Lobe and assisted by four Deputies.
The 1st Deputy Mayor is Mme Mande Comfort, the 2nd Deputy Mayor is Mr Mandi Lawrence Balemba, the 3rd Deputy Mayor is Mr Ngoe Terence, and the 4th Deputy is Besingi David Ikoh.
At the beginning of their mandate, initially the Council voted the Mayor, 2nd Deputy and 4th Deputy Mayors alongside Mr Bangume Itoe Robinson and Mme Sakwe Dorothy Mande as 1st and 3rd Deputy Mayors respectively on February 20, 2020. Both Bangume Itoe Robinson and Mme Sakwe Dorothy Mande were later replaced as Deputy Mayors, since their duty at the Council was compatible with their career jobs as prescribed by the Law on Decentralization.
The Council’s Legislative organ is composed of Thirty five (35) democratically elected Municipal Councilors, elected for a five-year term of office.
Konye Council area is made up of 36 villages, they are; (Konye, Mbakwa Supe, Kumbe, Ngolo Bolo, ,Ikiliwindi, Mbu, Itoki, Mwangalle, Musanja, Sambaliba, Ndoi, Kokaka, Bolo Moboka, Baduma, Wone, Ibemi, Koba, Dipenda, Lobongi, Lobange, Kokobuma, Kombone, Dikomi, Kurume, Weme, Matondo I, Matondo II,Ediki Mbonge, Makobe,Mbonge Meteke, Matoh Butu, Matoh, Illeh, Dikoro, Ifanga I, Ifanga II) with the main ethnic groups being Bakundu, Bafaw, Mbonge and Balong.
The Bafaw and the Balong are the minority with six and one villages respectively, while the Mbonge and Bakundu have 17 and 14 villages respectively.
The founding fathers of Mbonge villages originated from Balue in Ndian Division. They migrated in search of fertile soil for agriculture. They founded the following villages ( Ngolo Bolo, Lobange, Illeh, Lobongi, Dikoro,Ediki Bekoli, Mbonge Meteke, Matoh Butu, Matoh, Mofako Meteke, Upper Ifanga, Ifanga Nalende, Weme, Bolo Moboka, Matondo I, Matondo II, Makobe). The founding fathers were Mokure and Bakuma.
The Bakundu originated from the Congo basin around the 17th century and settled in Beboka in Ndian division. They migrated from Beboka in Ndian due to its hilly nature which made crop cultivation difficult for them and discovered the different Bakundu villages such as ( Itoki, Konye, Kumbe, Wone, Mbakwa supe, Musanja, Kokaka ,Dipenda, Koba, Mbu, Ibemi, Mwangale, Sambaliba, and Ndoi). The founding fathers were Makame Ma Ntiba, Nosueli Nwa Nasako, Nokoba Nwa Eta, Elume Na Ngoi, and Nilaze Nwa Ekozi.
The Bafaw’s originated from the Mbo area called Masuh due to lnter-tribal wars, three brothers viz;-( Ntum, Mpowan, and Njuki) left and founded the following villages;- (Kokobuma, Ikiliwindi, Kombone, Dikomi, Kurume and Diongo).
The Balong’s originated from Congo and settled around a waterfall called Ndiba Balong since they loved water. The name Baduma came as where they settled had Buma trees, so they name the place, Baduma. The founder’s name was Tangerema.
The Council Administration has a total of forty-seven (47) permanent staff members, and employ’s others on seasonal basis. The Council has 5 Committees, namely:
(1.) The Finance Committee;
(2.) The Hygiene and Sanitation Committee;
(3.) The multipurpose Committee;
(4.) The Development and Project Committee;
(5.) The Education Committee.
In collaboration with the Community Driven Participatory Development Program (PNDP) the Konye Council also adopts a well diagnosed and synthesized Council Development Plan that takes into consideration the needs and aspirations of the population of Konye Municipality. The Council executive and the senior staff often meet to discuss and review past actions and also make proposals of new actions to be implemented within the next three months in the Council Development Plan. The Plan includes Priority Projects Per Village (PPV), the Annual Investment Plan ( AIP), the Mid Term Expenditure Framework (MITEF) and the Pro ADP Data.
